Asphalt Paving in Hampton Roads: How Coastal Virginia Changes Everything
Paving in Norfolk, Virginia Beach, Chesapeake, Suffolk, and the Hampton Roads region presents specific challenges — salt air, high water tables, and tidal flooding — that inland contractors do not account for.

Hampton Roads Is a Different Paving Environment
The Hampton Roads metropolitan area — Virginia Beach, Norfolk, Chesapeake, Suffolk, Hampton, Newport News, and Portsmouth — paves asphalt on a foundation that is fundamentally different from Richmond and Central Virginia.
- Sea-level elevation: Much of Hampton Roads sits at 5 to 15 feet above sea level. Drainage flows are slow and flat.
- High water table: In many areas, the water table is within 2 to 4 feet of the surface, limiting how deep you can excavate for base preparation.
- Salt air: Year-round salt air penetrates asphalt pores and accelerates binder oxidation.
- Tidal flooding: Low-lying areas in Norfolk, Portsmouth, and parts of Virginia Beach experience periodic tidal inundation — increasingly so with sea level rise.
How Salt Air Affects Asphalt
Salt does not destroy asphalt directly, but it accelerates UV oxidation of the binder by compounding atmospheric exposure. A driveway in Virginia Beach oxidizes roughly 20 to 30% faster than an equivalent surface in Richmond, assuming equal sun exposure.
Practical implication: Hampton Roads driveways and parking lots should be sealcoated every 2 to 3 years rather than the 3 to 4 year inland schedule.
The High Water Table Problem
Standard inland practice calls for 4 to 6 inches of compacted aggregate base. In Hampton Roads, excavating that deep in wet soils may encounter standing water or unstable saturated material that cannot be properly compacted.
Experienced Hampton Roads paving contractors work around this with:
- Geotextile fabric: Placed at the base of the excavation to separate the subgrade soil from aggregate, preventing migration upward
- Open-graded base materials: Aggregate that drains quickly and does not retain water the way dense-graded base does
- Shallower excavation with engineered base design: Using the right materials rather than just depth
Drainage Design Is Critical
Flat topography means Hampton Roads surfaces have very little natural grade to work with. A surface that drains well in Richmond — where gravity helps — does not drain without intentional design in Norfolk.
Every Hampton Roads paving project should address:
- Crown cross-section: Even a 1.5% cross-slope makes a meaningful difference in flat terrain
- Edge drainage: Where does the water go at the pavement edge?
- Inlet and catch basin capacity: Undersized inlets back up quickly in the high-intensity rainfall Hampton Roads receives from tropical systems
Tidal Flooding Areas: Paving Considerations
Driveways and parking lots that periodically flood in low-lying Norfolk, Portsmouth, and Virginia Beach areas need specific design:
- Asphalt mix with adequate air void percentage to handle repeated wetting and drying without delamination
- No interior drainage structures that can become permanently flooded
- Base materials that drain rapidly after inundation
